Many consulting firms claim they can do anything at the beginning of an assignment, but do not deliver in the crunch. We will not swamp you with outlandish claims. We make a point of discussing what we can and cannot do at the outset. Then we deliver on time and within budget.

Our model for working with government regulatory officials on your behalf may surprise you: treat them like customers – tough and demanding ones – but customers nonetheless. Figure out what they really need to carry out their legitimate regulatory responsibilities and provide it quickly and efficiently.


Our Team

Jeff Jones, President: Mr. Jones specializes in health, environmental, and regulatory policy analysis and increasing the efficiency of interactions between Delta’s clients and government regulators. Before starting his own firm in January 1981, he was Director of the Energy and Environmental Systems Group for Industrial Technology Associates, Inc. (ITA). Prior to undertaking his consulting career, Mr. Jones served as a member of the EPA Administrator’s staff and was associated with the Interagency Regulatory Liaison Group. In this position he provided management and policy analysis support to top officials of EPA, FDA, OSHA, and CPSC coordinating their respective agencies’ regulatory actions on toxic substances. He served in several positions in the Office of Pesticides and Toxic Substances. 

Cristina Griffin, Project Director: Ms. Griffin has over 25 years of experience with regulatory policy and compliance. Since 1990 she has assisted Delta clients with all aspects of pesticide registrations and other environmental and product compliance issues. She works with clients in developing their pesticide registration strategy, initiating studies required for registration, resolving regulatory issues, and understanding the complex and ever changing pesticide regulatory requirements. She prepares all types of pesticide registration application and amendment packages for submission to the Environmental Protection Agency, and the State of California. Her work on other regulatory compliance includes providing guidance on regulatory requirements for labeling of hazardous and non hazardous consumer products, providing assistance on compliance with Federal Trade Commission packaging and advertising requirements, preparing submissions for the National Sanitary Foundation for non food compound certifications, and providing research and analysis of regulatory issues as needed. Prior to joining Delta, Ms. Griffin was the chief of the Policy Section in the Environmental Protection Agency’s Superfund program. Ms. Griffin had direct responsibility for developing policy and guidance for the emergency removal program related to Superfund requirements, compliance with RCRA and other laws (SDWA, CAA, CWA, TSCA), and enforcement. She has also served in several positions in EPA’s Office of Emergency and Remedial Response and worked in EPA’s Office of Air and Radiation. Ms Griffin is fluent in Spanish.

Donna Leventhal, Senior Regulatory Analyst & State Regulatory Analyst: Ms. Leventhal’s expertise is in reviewing labels and advertising copy for EPA compliance, assisting with record keeping reporting requirements, preparing annual federal filings, managing State pesticide registrations and providing regulatory seminars for new clients. She has been responsible for developing, computerizing and maintaining our state registration capabilities and has registered and handled annual registration renewals for hundreds of products. The work involves understanding the nuances of each State’s regulatory requirements, keeping up with constant changes in state regulations, filing quarterly mill tax reports and annual sales reports where applicable, and staying in close contact with State officials. She has also conducted company audits for state regulatory compliance and worked on various research projects for Delta’s clients. Prior to joining Delta in 1991, Ms. Leventhal worked as Assistant to the Vice President for Government Affairs for Pullman, Inc.; Assistant to the Vice President for the National Association of Letter Carriers; and law offices specializing in civil litigation and forest industry lobbying.

Susan Stracquatanio, Regulatory Analyst & Office Manager: Ms. Stracquatanio has been working with the team at Delta Analytical since 1997. Independently and in conjunction with the directors, she prepares pesticide registration applications, amendments and notifications for submission to the Environmental Protection Agency and the California Department of Pesticide Regulation. In addition to her regulatory work, Ms. Stracquatanio manages Delta’s business operations. She worked for many years as a nurse in clinical and management positions before joining the staff at Delta.

Jennifer Brandon, Regulatory Analyst: Ms. Brandon has been working in the pesticide regulatory field since 2009 and with Delta since 2012. She works with the directors to prepare pesticide registration application, amendment and notification packages for submission to EPA and the California Department of Pesticide Regulation. Her expertise includes preparation of product confidential statement of formulas, analysis of registration and data requirements, product label development and review and guidance on regulatory requirements and issues. She assists clients’ understanding of the marketplace by conducting detailed analyses of clients’ competitor data submissions using data submission searches of the National Pesticide Information Retrieval System (NPIRS). Prior to joining Delta, Ms. Brandon worked as a contractor at the Environmental Protection Agency, under the Information Services Branch for the Information Technology and Resources Management Division. She worked closely with product registrants and Product/Risk managers in regulatory compliance, reviewing product applications and chemical product information.  Ms. Brandon is fluent in Spanish. She is a graduate of Johns Hopkins Bloomberg School of Public Health with a Master of Health Science in Environmental Health.

Justin Leventhal, Junior Regulatory Analyst: Mr. Leventhal joined Delta in 2011. He works in close contact with the Senior Regulatory Analyst and assists in reviewing labels, preparing initial state registrations, state notifications, record keeping, docket book status entries state follow-up as well as other administrative tasks. Prior to joining Delta, Mr. Leventhal worked as a Clinical Research Associate auditing clinical trials and quality of data in on-going health research. He is a graduate of Rensselaer Polytechnic Institute.

Jaqueline Sumski, Junior Regulatory Analyst: Ms. Sumski joined Delta in 2015. She works with the directors to prepare pesticide, including antimicrobial, registration applications, amendments and notifications for submission to EPA and the California Department of Pesticide Regulation. She assists in reviewing client labels to meet EPA and California label requirements. She works closely with the project director in analyzing data requirements, competitor data submissions (NPIRS), and submitting Freedom of Information Act (FOIA) requests. She is a graduate of the University of Maryland with a B.S. in Environmental Science and Policy.

Robert Jones, Junior Regulatory Analyst: Rob’s work primarily focuses on biopesticide registration, product chemistry, National Organic Program compliance, and OMRI listings. He brings a background working in sustainable agriculture policy, advocacy and practice since 2008. In addition to his work with Delta, Rob is also a mushroom farmer and has a particular interest in fungal microbial pesticides. Rob has degrees in Biology and Environmental Education.

Damon Cory-Watson, Junior Regulatory Analyst,  Damon’s work focuses on biopesticides including registration of new active ingredients, the National Organic Program compliance, and OMRI listings. Prior to joining Delta, Damon was the Executive Director of a national nonprofit focused on human health and environmental policy and regulations. His previous regulatory experience also includes his work with an environmental economic research firm focus on value chain analysis in the regulatory overlays of business and the environment. Damon holds a masters degree in Environmental Management from the Nicholas school of environment at Duke University and a B.A. in Philosophy from Haverford College.
